Chapter 7 links the limits of conditionality in employment, education and training, and social inclusion to the politics of conditionality at the heart of the ‘European project’ and considers the broader role of conditionality in international political economy, taking into account the proliferation of ‘human resources development’ into other states of Southeastern Europe and the work of conditionality in ‘social engineering’ beyond Europe.
